As you have specified that Principal Amount is Non-Repatriable. But after 2012 till USD 1 Million can be repartriable with 15CA and 15CB. So as of now Principal Amount below USD 1 Million can be transfer with 15CA and 15CB Certificate or still it is restricted and cannot be transfer even after obtaining 15CA and 15CB.

Further what do we mean by Principal Amount, whether this amount means what NRI have earned in india before he became NRI.
