Is SME IPO allotment really lottery based?

I have been applying for SME IPOS since last year ( applied for more than 30 sme IPOS) however I have not got any allotment.
This makes me think either I am too unlucky to get an allotment or there is some issue with lottery process itself.

IPOs are difficult to obtain for retail investors - they are usually completed in the primary market.
