LINKINTIME are lethargic in uploading site

I applied for 42 nos.@486 and understand allotment done@468, till now i had not rcd my difference ammount.
I had hdfc account.
What is date of listing?

looks like the allotment happened at the lower band Rs 468. I applied for 56 shares and ASBA blocked 27216. They alloted 56 and refunded/released 1008.
Wondering why the allotment happened at lower band even if the issue got oversubscribed 3 times. QIB and NII effect?
