What is the meaning of below statement mentioned? Should they bid higher or lower than cutoff?

NII's are not eligible to bid at cut-off price.

It means that while making an application as NII, you can't tick on the option of cut off price. i.e. you should have to enter the price at which you want to purchase the shares.

I recommend you to enter the upper price band in the price option column at which you would like to purchase the shares.
