All depends on the number of oversubscription figures. If the oversubscription is less than 20 times, then 20 lot application will get allotted one lot confirmed. If it is oversubscribed by more than 20 times, then it will be included in the draw (just like lottery ticket) , individually for each category. All depends on Luck
