Who decides IPO listing price?

The IPO listing price is not set by the company or underwriters. It is discovered by the stock exchange (NSE/BSE) through a pre-open call auction on the listing day. During this session, buy and sell orders from investors are matched, and the equilibrium price where maximum tradable quantity exists becomes the listing price. Post listing, the final opening price is determined purely by supply and demand on the trading day.
