Can I use marriage certificate as proof of identity and my electricity bill as proof of address?

I want to get new PAN Card for my wife with her name after marriage. Can I use marriage certificate as proof of identity and my electricity bill as proof of address? What documents will be required to apply for PAN Card in this case?
