How much does it cost for correction in PAN Card?

The actual charges of change in pan card is 107 Rs then why the system asking for the payment of Rs 399 or 499 Rs

Dear Sir,
I applied online for name change correction in pan card and was charged ₹449/- for it. Later, I came to know that the charges for the same is ₹107/-. Excess amount charged must be refunded to me.

Yesterday I also paid rs 499 to correction in pan card.
Why income tax department does not provide free service in any changes in pancard.
Can I get back access amount as refund.

I had checked the details in Ambattur(South Indian POST) publicly sent some ads in their own news paper and charging too much of amount. For Applying PAN Card through the details of Aadhar Card for Rs.350 and to apply with the correction on PAN Card for DOB which is Rs.650. Please guide me to complaint this on necessary.
