Can a retail investor (meaning not super rich) apply under NII quota, or is there a certain eligibility?

The application amount separates the NII from the retail investor. All applicants, other than QIBs, applying for more than Rs. 2,00,000 fall under NII category. Applicants with less than Rs 2 lakhs fall in the retail investor category.
