Even though you have directed your question to sreedhar, i will attempt to answer your query.

Even if anch0r investors have been allotted shares at Rs.425, as the price has been discovered at Rs.450, they have to pay up the differential.

But iof the price discovery would have been lower than the anch0r investor price (for example Rs.400) than they will not get back the differential back from the company.
